Job Description

PLEASE NOTE: It is 100% Onsite Position at Norfolk, VA. Clearance Requirement: Ability to pass a Low Risk, Non-Sensitive background investigation for Physical/Logical Access (HSPD-12 Credentialing / SF85) Schedule: 0800 to 1600 EST, Monday through Friday (excluding Federal holidays) Summary: We are seeking highly skilled Contract Specialists to provide critical "cradle-to-grave" acquisition and contract administration support to the Client's Logistics Command. You will directly support the Program, ensuring the effective administration of approximately 24 ATON contracts covering buoy maintenance, chain/bridle fabrication, and hardware supply. As an advisor to the Government, you will act "through" the Contracting Officer to execute pre- and post-award tasks, mitigating staffing shortages and ensuring the continuity of critical waterway safety initiatives.

Key Responsibilities:

  • Pre-Award Activities & Solicitation: Conduct thorough Market Research for all assigned projects. Assist the KO in developing and issuing Requests for Proposals (RFPs), Requests for Quotes (RFQs), and solicitations. Receive vendor responses and provide documented recommendations regarding responsiveness to the requirement. Assist the KO in conducting cost and/or price analyses and developing pre- and post-negotiation positions. Support the KO in negotiations for Contracts and Task Orders.
  • Source Selection Support: Serve as a nonvoting member of the Evaluation Team when required. Assist the KO with reviewing Oral Presentations and actively participate in the Best Value trade-off process.
  • Post-Award & Contract Administration: Perform comprehensive contract administration duties, including the preparation of contractor discrepancy reports, Requests for Equitable Adjustments (REAs), cure letters, default packages, and other related documentation. Process invoices for payment on assigned Task Orders accurately and efficiently. Administratively close out Task Orders, ensuring satisfactory completion and the inclusion of all final reports and evaluations.
  • Operational & Administrative Duties: Utilize standard procurement and financial systems employed by the Client in the performance of all duties. Develop project milestones and continuously report task progress to the KO. Provide support for additional contracting duties as assigned by the KO.

Requirements Required Qualifications: A minimum of five years of formal contracting experience performing federal acquisition duties under the Federal Acquisition Regulation (FAR). Experience must be in a GS-1102 role, an equivalent military role, or as a contractor providing comparable acquisition support to a federal agency. Must hold an active Federal Acquisition Certification in Contracting (FAC-C) Professional, or a Defense Acquisition Workforce Improvement Act (DAWIA) certification in Contracting, or a direct equivalent industry certifications like NCMA CFCM/CPCM Prior experience with Coast Guard-specific acquisition processes, financial systems, and regulations is highly preferred
