You will serve as a SECURITY SPECIALIST in the Corporate Operations Command Services Division.
Duties
Help
- Youwill serve as the SURFMEPP Subject Matter Expert for a security program encompassing personnel, physical, information, operational security (OPSEC) and industrial security.
- You will review, interpret and apply DOD, DON, NAVSEA and other agency directives to develop, enforce and maintain policy and procedures for a comprehensive security program.
- You will incorporate security requirements of geographically dispersed detachments at fleet home ports in and outside CONUS.
- You will establish criteria for identifying and analyzing trends in security incidents/violations and other lapses in security, and measure effectiveness in achieving program objectives and goals.
- You will make recommendations and adopt new techniques impacting on future and long-term security program requirements.
- You will provide personnel security program direction pertaining to military, civilian, and contractor SURFMEPP personnel, giving guidance and assistance in resolving issues involving current employees.
- You will advise managers concerning policies involving special access security requirements for sensitive positions.
- You will apply procedures and regulations regarding the type of personnel security check required.
- You will evaluate sensitivity determination for each position, determining the national security/agency information access requirements, and negotiate to minimize the number of positions for which access to national security information is required.
- You will review requests for security clearances and special accesses and interviews nominees, deciding whether clearances should be granted, suspended, revoked or denied.
- You will prepare documents in connection with employee suspensions and disciplinary actions resulting from derogatory loyalty and/or adverse suitability.
- You will manage the automated clearance request system or Electronic Questionnaire for Investigation Processing (e-QIP) and the Defense Information System for Security (DISS).
- You will implement standards, regulations, and processes for the protection of sensitive or classified information, facilities, other materials, resources, or processes against terrorist, criminal, or hostile intelligence activities.
- You will identify information requiring protection, implement document markings, safeguarding and use, and coordinate directly with information technology security to integrate program activities with IT information security.
- You will work with command, industry and contractor partners involving functions dealing with personnel, physical, and information security, establishing criteria covering classification and clearance levels required for contract performance.
- You will conduct personnel security briefings and advise employees of potential security risks and vulnerabilities, and represent SURFMEPP at DON meetings and conferences, speaking authoritatively on security requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications Your resume must demonstrate at least
one year of specialized experience at or equivalent to thepay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector
developing security procedures (e.g., performing adjudication of personnel security clearances using the Defense Information System for Security (DISS), badging and clearance systems, related ADP equipment and application software such as e-QIP)relating to military personnel or contractors. 0080 Classification Standards:

Additional information This announcement uses the AcqDemo Business & Technical Mgmt direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. This position is covered by the Department of Defense Priority Placement Program.
