Type of Position:

This position will begin as a 12-month contract, with strong potential for long-term employment. While the contract is initially set for 12 months, there is no fixed end date, and extensions beyond the initial term are possible. Conversion to a direct hire role may occur as early as 3 months, depending on individual performance and business needs. Although direct hire is not guaranteed, it is a common outcome for high-performing team members, and most contractors in this role do transition to permanent positions over time.

Candidate Requirements:

This role is working for a major defense contractor. Candidates must be either US Citizens or Permanent Residents (Green Card Holders) to be eligible for this role. Candidates on CPT, OPT, H1B, TN, or other visas are not eligible for this role. Due to the nature of this role (working for a defense contractor tied to the federal government) - candidates may need to pass a drug screen (which would include cannabis). There would be no exceptions to this (eg: a medical card).

Job Location:

Norfolk, VA (on site role).

Compensation:

$38.37/hr. Overtime paid at 1.5x over 40 hours.

  • This role will have 10 days PTO (PTO accrues over time). In going direct hire, there will be significantly more PTO.
Overview:

HRU Technical Resources is partnering with a leading defense contractor to hire a Supply Chain Planner for our Norfolk, VA ship repair facility. This role plays a critical role in supporting the modernization, conversions, and overhaul of government and commercial ships. As a key member of the Program Management team, this person will oversee and manage materials and subcontractors during program execution, ensuring compliance with all requirements and directives throughout the program lifecycle.

Key Responsibilities:
  • Communicate contract requirements, specifications, and customer expectations to all departments and subcontractors.
  • Ensure contract execution in compliance with local, state, and federal safety and environmental guidelines.
  • Prepare and present project reports to management, identifying variances and recommending immediate corrective actions as needed.
  • Monitor subcontractor performance to ensure alignment with integrated project plans, detailed production schedules, and budgets.
  • Ensure compliance with all applicable guidelines, specifications, and regulations (e.g., NAVSEA, USCG, ABS, OSHA).
  • Oversee subcontractor efforts and resolve issues escalated beyond craft supervision.
  • Conduct ship checks, attend relevant meetings, and assist with production scheduling and manpower projections.
  • Ensure subcontractors are informed of milestones, key events, and deadlines for assigned work.
Education, Experience - Required:
  • Must have a High School Diploma or GED at a minimum. Higher level education is welcomed (but not required).
  • Minimum of 5 years' work experience in a ship repair environment.
  • Navy Shipboard Experience: Direct experience working on US Navy ships or similar environments, with a comprehensive understanding of ship repair and production processes.
  • Shipboard Accessibility: Ability to board ships, climb ladders, and conduct walkthroughs alongside subcontractors.
  • Scheduling and Production Experience: Proven experience managing schedules and a strong knowledge of production and repair processes for US Navy ships.
  • Project Management: Demonstrated skills in project management, operations, and supply chain processes, including planning and execution.
  • Collaboration: Experience working closely with program management, procurement, subcontract administrators, and subcontractors to ensure alignment with performance expectations and documentation requirements.
  • Regulatory Knowledge: Familiarity with FAR, DFAR, NAVSEA standards, or commercial/maritime regulations.
Skills Required:
  • Expertise in ship repair and shipbuilding processes, including a strong understanding of applicable regulations and industry best practices (NAVSEA, USCG, ABS, OSHA).
  • Proficiency in Microsoft Office applications, especially Excel; capability to quickly learn and adapt to new systems and technologies.
  • Superior organizational and multitasking skills in a dynamic, fast-paced environment.
  • Strong leadership and team management skills, with the ability to motivate and direct cross-functional teams to achieve project goals.
  • Excellent communication and interpersonal skills for effective interfacing with multiple internal stakeholders (e.g., Estimating, Quality Assurance, Testing, Environmental, and Production Support teams).
  • Ability to assess production progress, identify areas for improvement, and communicate status updates to project management and senior leadership.
  • Familiarity with Earned Value Management (EVM) principles, including the ability to interpret project performance metrics such as Schedule Performance Index (SPI), Cost Performance Index (CPI), and Budget at Completion (BAC).
Work Environment:
  • This is a 1st (day) shift role. Typical hours are 7:15am to 4:30pm, Monday to Friday.
  • This will be an on-site role (no remote work).
  • There may be occasional overtime in this role. Any OT will be paid at 1.5x.
  • Offer may be contingent on a background check and a drug screening, which would include testing for cannabis. There would be no exceptions to the drug screening (eg: for individuals with a medical marijuana card).
