Job Title: Recreation Program Manager

Under general supervision, this position plans and manages comprehensive recreational programs, activities and events for assigned city recreational facilities and programmatic areas. Reports to the Assistant Director of Parks & Recreation.

Essential Job Functions include supervising a variety of comprehensive recreational programs by planning, implementing recreational activities, programs and events; identifying goals and objectives, assessing and scheduling staff, and managing assigned facilities and material resources; making recommendations or changes to enhance delivery of programs and recreational services, and evaluating program effectiveness. Manages and administers grant application processes for Parks & Recreation department. Directs staff in the development of recreation program activities; supervises full and part time staff engaged in the planning, promoting, delivery and implementation of daily program activities by assigning staff to appropriate areas to meet program needs; researches and coordinates resources and materials needed for programs and event. Responsible for effective supervision and administration, to include budget preparation and monitoring expenditures, preparing documentation for purchases and invoice payments, managing the maintenance and repair of assigned facilities, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities. Delivers oral presentations to community organizations and other groups as requested on topics pertaining to recreational programs, and events and activities; serves as a member on various committees, panels, etc. for program coordination and planning purposes. Establishes systems for ensuring city and departmental personnel policies and procedures are appropriately administered. Prepares and submits promotional information to publicize and promote programs; investigates problems and complaints from the public and facility users, and takes necessary actions to resolve. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.

skill in the use of a variety of recreational equipment; ability to plan and implement a variety of recreational activities to meet different target populations; ability to understand and interpret oral and written instructions; assuming responsibility for doing assigned work and for meeting deadlines; completing assigned work on or before deadlines in accordance with directives, policies, standards and prescribed procedures; seeing that the standards are not violated; maintaining a clean and orderly workplace; planning, directing and using information effectively to enhance activities and production of the department; knowing and understanding the expectations of the city regarding the activities of the department and works to see expectations are met; designing and formulating ways, means and timing to achieve the goals and objectives of the department and the city; within the constraints of city policy, formulating the appropriate strategy and tactics for achieving departmental and city objectives; organizing, arranging and allocating manpower, financial and other designated resources in an efficient and effective way so as to achieve the goals and objectives of the department and city; organizing work and that of subordinate staff well; ensuring staff members know the results and expectations that are expected of them and that they are regularly and appropriately informed of all city and department matters affecting them and/or concern to them; working with other city officials and management to select and recommend employment of personnel for the department who are qualified both technically and philosophically to meet the needs of the department and city; personally directing the development and training of department personnel in order to ensure that they are properly inducted, oriented and trained; providing a work environment which encourages clear and open communications; having a clear and comprehensive understanding of the principles of effective leadership and how such principles are to be applied; providing adequate feedback to staff on whether their performance levels are satisfactory; commending and rewarding employees for outstanding performance and does not hesitate to take disciplinary action when necessary; exercising enthusiasm in influencing and guiding others toward the achievement of city goals and objectives; providing a work environment which is orderly and controlled; coordinating, auditing and controlling manpower and financial resources efficiently and effectively; coordinating, auditing, and controlling the utilization of materials and equipment efficiently and effectively; having a clear and comprehensive understanding of city standards, methods and procedures; assigning additional duties to staff as necessary and/or appropriate in order to meet department goals, enhance staff abilities, build confidence on the job and assist staff members in personal growth; having confidence in staff to meet new or additional expectations; using discretion and judgment in developing and implementing courses of action affecting the department; when a particular policy, procedure or strategy does not appear to be achieving the desired result, moving decisively and definitively to develop and implement alternatives; regularly seeking new and improved methodologies, policies and procedures for enhancing the effectiveness of the department and city; employing imagination and creativity in the application of duties and responsibilities; Education, Experience & Special Requirements include a Bachelor's Degree in Physical Education, Recreation or a related field, and 4 - 5 years of progressively responsible experience in the planning and implementation of recreation programs, to include three (3) years of supervisory experience in the field of recreation; or any equivalent combination of education and experience. Special Requirements include a valid driver's license with an acceptable driving record. An acceptable general background check to include a local and state criminal history check and sex offender registry check. Individuals in this position cannot be listed as having a founded child abuse or neglect complaint.

Physical Demands include the ability to use and demonstrate the use of a variety of recreational equipment and to demonstrate considerable movement and flexibility in the implementation of program activities. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects. Physical demand requirements are for Light Work. Data Conception requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Interpersonal Communications requires the ability of speaking and signaling people to convey or exchange information. Language Ability requires the ability to read program and equipment manuals, policy manuals, and activity, attendance and evaluation forms. Requires the ability to complete summary reports of program attendance, facility incidents, budget expenditures, work orders, time cards, incident reports, program calendars, and billing invoices, using prescribed formats and conforming to all rules of punctuation, grammar, diction and style. Requires the ability to speak to people with poise, voice control and confidence. Intelligence requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Verbal Aptitude requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently using standard English and recreational terminology. Numerical Aptitude requires the ability to utilize mathematical formulas. Must be able to add, subtract, multiply and divide, determine percentages and calculate interest, profit and loss, proportions, etc
