The City of Virginia Beach has several Construction Inspectors vacancies within the Public Works Operations Group. Our Construction Inspectors are responsible for coordinating various construction activities. This position may be filled as a Construction Inspector II or Construction Inspector III, depending on the qualifications and experience of the selected applicant.
The associated pay grades and ranges are as follows:
Construction Inspector II ($49,254.40- $76,336.00)
Construction Inspector III ($54,288 - $84,156.80)
In this role, your duties will include the following:
- Perform inspections and make minor field engineering decisions
- Processes records and financial data associated with the construction, repair, or renovation of highway and drainage facilities, or water and sewer utility systems, to ensure compliance with city and state standards and contractual documents.
- Ensure the use of proper methods and materials
- Knowledge of construction methods for highways, including curbs, curbs and gutters, sidewalks, pavement, drainage systems, including structures, pipelines, and appurtenances.
- Approve requests for payment to confirm actual work performed
- Review and recommend time extension requests
- Determine need, assist in negotiation, and prepare drafts for formal notifications, work orders, and change orders.
- Review construction documents for proficiency in Microsoft Office applications, such as Excel, Word, and Outlook.
- Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on current workloads and department needs.
The ideal candidate will have current certifications for Erosion & Sediment Control and VDOT materials Certification Program for asphalt, concrete, pavement marking, and soils & aggregate compaction.
**This position is ALPHA 1 and is required to work in excess of their normally scheduled days/hours during all inclement weather (flooding, hurricanes & snow), and/or in response to short-term department needs and/or City-wide emergencies **

Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.
Construction Inspector III Minimum Requirements: High School or GED plus eight (8) years progressive experience in fields providing the required knowledge, skills, and abilities, or any equivalent combination of progressive experience and technical training which provides the necessary knowledge and experience. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:• Virginia Department of Highways and Transportation recognized materials certifications: Asphalt Field I and II, ACI, Concrete Field, Soils and Aggregate Compaction, Intermediate Traffic Control, and Pavement Markings.
• DEQ Certification for Erosion and Sediment Control Inspector
• DEQ certification for stormwater management
• Experience with contract/work order management and record keeping
• Experience with plan reading and review of construction documents
• Experience with Microsoft Office applications such as Word, Excel, Outlook, and PowerPoint
• Experience with Municipal Government Project inspection, including SWPPP Inspections
• Experience with project coordination with contractors, City officials, Project Managers, and the public
• Experience with review of requests for payments after confirming actual work performed
• Experience with reviewing construction plans and specifications
• Experience with Formal notifications and change order processes
• Familiarity with Local and State Construction specifications and standards

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
