Description
This position is responsible for the daily supervision of the Local Probation Officers under the direction of the Program Coordinator, and pursuant to guidelines established by the Department of Criminal Justice Services (DCJS) and the City of Suffolk. Reports to the Director of Social Services.
To perform this job successfully, an individual must be able to perform the essential job functions satisfactorily. An individual must be detail orientated. Essential Job Functions
• Fair and equitable supervision of all Local Probation Officers (LPOs);
• Assists in the completion of evaluations in accordance with the City of Suffolk's performance management policy;
• Performs proper oral and/or written disciplinary actions to LPOs when deemed necessary in accordance with the City of Suffolk, and as reviewed and approved by the Program Coordinator;
• Oversees the supervision and service delivery of individuals placed on local probation;
• Communicates and interprets Community Corrections Program (CCP) agency and DCJS state policies to LPOs;
• Monitors and enforces court-ordered conditions;
• Conducts thorough and timely reviews of active/inactive/closed cases; monitors case supervision in the case management system (PTCC);
• Helps to ensure that LPOs' casework and reports are unbiased, complete and timely to ensure the fair administration of justice;
• Assists with the facilitation of public safety by reviewing and signing off on all violations and sanctions as appropriate and in a timely manner;
• Assists with training and provides continuous guidance to LPOs;
• Corresponds with the judiciary, attorneys, other agencies and service providers;
• Assists with protecting the confidentiality of agency files;
• Assists in promoting and fostering a work environment and culture that is most beneficial to CCP and its employees;
• Manages a small caseload as needed to reduce overload on LPOs;
• Any other duty as directed to maintain the integrity, efficient and effective operations of CCP.
Required Qualifications
Requires a bachelor's degree in criminal justice, human services, psychology, social work or related field of study.
Requires a minimum of three years of full-time equivalent experience in the same; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must possess or obtain VCIN certification within 90 days of employment.
Must possess a valid motor vehicle operator's license and must have and maintain a satisfactory driving record based on the City of Suffolk's hiring criteria.
Supplemental Information
Has thorough knowledge of the policies, procedures, and activities of the City and or departmental practices as they pertain to the performance of duties relating to the position of Senior Probation Officer. Has the professional experience and ability to facilitate, coordinate, and perform counseling and case management of various programs administered by the Social Services Department. Has the interpersonal communication ability to work directly with clients by screening clients and explaining multiple programs, determining and pursuing necessary action to meet client needs, counseling clients, and providing or assisting in obtaining access to necessary services. Has comprehensive knowledge of the terminology, principles and methods utilized within the department. Knows how to keep abreast of any changes in policy, methods, administrative changes, or related operations updates as they pertain to departmental operations and activities. Has knowledge of laws and ordinances affecting the provision of community correction to clients. Has the ability to comprehend, interpret, and apply regulations, procedures, and related information. Has considerable knowledge of the methods and techniques for development and administering programs. Is able to effectively communicate and interact with supervisors and members of the general public, and all other groups involved in the activities of the department. Is able to assemble information and make written reports and documents in a concise, clear, and effective manner. Is able to use independent judgment and work with little direct supervision as situations warrant. Has the mathematical ability to perform required calculations. Is knowledgeable and proficient with computers and software programs typically utilized in the position. Is able to read, understand, and interpret technical reports and related materials.

Hybrid plan members contribute 4 percent of creditable compensation to the defined benefit plan and 1 percent to the defined contribution plan each month. Members may voluntarily contribute up to an additional 4 percent in 0.5 percent increments to the defined contribution plan each month. Members can increase or decrease their voluntary contributions on a quarterly basis. With the mandatory and voluntary contributions to the defined contribution component of the plan, members can contribute a maximum of 5 percent with a 3.5 percent match from the employer. Vested after 5 years in the defined benefit part of the plan. Vested in phases based on years in the Defined Contribution part of the Plan. Sick Leave

Employer Sponsored Short Term and Long Term Disability

Life Insurance
The city pays the entire premium for life insurance coverage in the amount of 2 times annual salary for natural death and 4 times annual salary for accidental death.
Optional Life Insurance
Employees have the option of electing additional life insurance coverage in the amount of 1, 2, 3 or 4 times their annual salary. Employees may only purchase optional life insurance on spouses and children if they are enrolled in optional life insurance for themselves.
Family and Medical Leave Act (FMLA)
12 weeks of job protected leave for leaves approved in accordance with the Family Medical Leave Act. Employees receive continuation of health insurance, job protection and consideration for a comparable job when available, or an equivalent job, upon return to work.
