Position Summary:

The Financial Management Expert serves as a strategic advisor and technical authority in the fiscal stewardship of Department of Defense (DoD) acquisition programs or organizational segments. This role demands deep expertise in financial management, budgeting, accounting, and data analytics to ensure optimal use of resources and alignment with mission objectives.

Essential Functions:

Conveys extensive financial management knowledge and experience relative to the financial resources of a DoD acquisition program or organization. Subject areas include but are not limited to the following:

Fiscal Oversight & Budget Execution

  • Perform, supervise, or manage administrative tasks related to fiscal operations, financial management, accounting, and budgeting.
  • Advise and execute analytical, technical, and administrative duties across all phases of budget formulation, justification, presentation, enactment, and execution.
  • Exercise effective control over financial resources to ensure alignment with program goals and regulatory compliance.
Financial Analysis & Reporting
  • Coordinate and synthesize financial and management data to interpret operational results for all levels of organizational leadership.
  • Review, analyze, evaluate, and report program accomplishments in financial terms to support strategic decision-making.
  • Use financial reporting tools to compare actual performance against planned objectives, program goals, and budget estimates.
Strategic Planning & Policy Development
  • Develop and implement integrated financial planning processes that incorporate long-range strategies and annual budget cycles.
  • Advise on, develop, coordinate, and execute financial policies, procedures, and plans that support organizational efficiency and compliance.
  • Maintain a balance between program requirements and available resources to achieve objectives with minimal cost and maximum impact.
Advisory & Compliance Support
  • Provide expert guidance to program managers, agency administrators, and stakeholders on:
  • Legal uses of budgeted funds
  • Timeframes for fund utilization
  • Funding types and availability
  • Spending trends and obligations
  • Impact of budgetary changes on operational activities
  • Regulatory and policy compliance
Data Analytics & Decision Support
  • Perform data analytics to support strategic missions and inform Department of Defense (DoD) decision-making processes.
  • Maintain fluency in digital tools and data analysis practices aligned with DAU and industry standards.
Learning & Knowledge Sharing
  • Create and deliver learning assets and content in coordination with partner divisions managing curriculum and DAU tools.
  • Stay current on trends and changes in the financial management field through active participation in federal communities of practice.
  • Use university technology, digital platforms, and social media to share knowledge and support continuous learning.
Customer-Centric Collaboration
  • Focus on customer needs in a dynamic learning and business environment, adapting to evolving platforms and delivery methods.
  • Serve as a strategic partner to stakeholders, enhancing product and service delivery through synchronous and asynchronous channels.
  • Build collaborative relationships with peers and program leaders across organizational boundaries.
  • Elicit and incorporate feedback to refine policies, processes, and procedures for a seamless customer experience.
Qualifications

Required Qualifications:
  • US Citizen
  • BS or BA degree
  • May be required to obtain and maintain an appropriate security clearance
  • Minimum 10 years of experience in DoD Program Financial Management, with a focus on ACAT I or II program offices.
  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • In-depth knowledge of DoD financial regulations, budget execution, and emerging best practices in defense financial management.
  • Experience and technical skill in financial management requiring an in-depth knowledge of acquisition financial management policies and procedures, program budget formulation, justification and execution, financial data analysis, and an understanding of government contracts and financial management for large and complex military systems.
  • Experience in the analysis and interpretation of the financial significance of past events and future plans.
  • Experience in the coordination and correlation of these financial functions into an effective and broad system of financial control that will ensure they become an integral part of the management of the organization.
  • Experience evaluating budget, program resources, and requirements of complex programs to determine the impact of changes and execution of funds.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office Suite and relevant collaboration tools (e.g., MS Teams, SharePoint).
Work Environment and Schedule:
  • Remote position with required daily virtual presence during core hours.
  • Must be available for quarterly travel to Fort Belvoir, VA for in-person collaboration.
  • Must be responsive to rapid turnaround times and iterative review cycles.
