Division Head

The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. The NCSB is seeking a Division Head. The Division Head will manage the Division of Behavioral Health and Community Services. The programs and units include Mental Health Case Management, Assertive Community Treatment, Psychosocial Rehabilitation, and Forensic Services. This role is established to provide leadership, direction, implementation of best practices, ensuring fiscal viability, and ensure that the programs have the resources and support they need for appropriate staff support and effective services to consumers. This role also provides local, regional, state, and national communication to support stakeholders of these service units as well as to ensure that the Norfolk units are appropriately connected to these larger groups.

Department Hiring Salary Range: $68,675-$78,976

Essential Functions

Essential functions include but are not limited to:

  • Ensures compliance with city, state and federal regulations as they apply to the maintenance of electronic health records.
  • Ensures compliance with city, state and federal regulations as they apply to the maintenance of medical records.
  • Develops and revises relevant policies and procedures related to the division. Ensures policies are applied consistently throughout the organization.
  • Assists in the development of data and supporting information for the annual budget submissions as well as tracking and promoting billing practices.
  • Ensures grants are sought and are appropriately utilized including monitoring (or ensuring they are being monitored) the budgets and outcomes of those grants.
  • Ensures that services and operations meet the requirements of the Department of Behavioral Health and Developmental Services, other oversight bodies, and payors; while being responsive to the needs of persons in our community.
  • Ensures vendors for the division are providing appropriate services and in compliance with their contract.
  • Ensure staff are held accountable to their roles and duties as well as ensuring they are receiving effective support from their managers.
  • Provides leadership and guidance in existing and emerging practices, including recommending creative ways to serve our community.
  • Serves on the CSB leadership team and provides coverage for other Division Heads as well as the Assistant and Executive Director as needed.
  • Performs special projects and assignments as requested by the Executive Director.
Education/Experience

Bachelor's degree from an accredited college or university in related field. 2-3 years demonstrated work experience managing teams in one or more areas of expertise. Preferred:

  • Master's degree in social work, counseling, or related field.
  • Experience working in a Community Services Board type setting and have a history of progressive growth and creative application of duties.
Additional Information & Requirements
  • Valid Driver's License may be required depending on assignment.
  • CPR certification may be required for some Division Head positions.
  • Professional certification and licensure may be required for assignment into special areas such as education/outreach programs.
  • Possession of an active license from the Board of Counseling, Board of Social Work, Psychology, or equivalent (LPC, LCSW, LCP, etc.) preferred.

Working hours: Monday-Friday 8:30am-5pm
