Description:

The City of Virginia Beach Department of Human Services is seeking to hire a highly motivated candidate for the Behavioral Health Supervisor I position for Project for Assistance in Transition from Homelessness (PATH) in the Behavioral Health Division. The ideal candidate has experience complying with all DBHDS mandates to ensure data entry is completed and submitted timely to both homeless Management Information System (HMIS) and the Cerner Electronic Health Record (EHR). Ensuring program staff receive appropriate training, ongoing monitoring and supervision, as well as providing outreach services to Virginia Beach's homeless citizens who may have a serious mental illness or co-occurring disorder, completes PATH intake packages and helps individuals served to link with Same Day Access (SDA) for ongoing services.

Duties:

  • Provide supervision of PATH staff and completes and delivers yearly employee performance and development plans for supervisees.
  • Budget expenses and make budgetary decisions and revisions as needed to include endorsing all purchase requests, invoices, and time sheets for expenditures and submit the same within the required timeframe.
  • Manage DBHDS grant funding (budget) agreements as required by the DHS PATH program.
  • Make regular contact with other homeless service providers, the Department of Housing and Neighborhood Preservation (DNHP), People In Need (PIN) Ministries, Potter's House, Virginia Beach Libraries, Day Service Center and JCOC, etc.
  • Create job postings, assemble interview panel, interviews applicants for positions, recommends applicants for hire and completes hiring paperwork and trains new employees.
  • Provide leadership in unit decision making. Represents the unit in all recommendations to Behavioral Health Administration.
  • Recommend and support staff with acquiring job-related training to support PATH efforts and to increase professional skills.
  • Monitor staff work schedules and assigns program responsibilities.
  • Ensure the PATH program meets all regulatory and DBHDS requirements to include meeting performance target measures.
  • Collaborate on regional projects with local CSBs.
  • Coordinate information for DBHDS monitoring visits/audits.
  • Connect with new homeless referrals within 48 hours.
  • Develop goals with consumers who are eligible and willing to be enrolled in PATH.
  • Refer consumers to appropriate community service providers and facilitates keeping appointments.
  • Provide potential PATH consumers with education on mental illness and substance use disorders.
  • Act as department representative at Housing Resource Center (HRC), Bringing an End to All City Homelessness (BEACH), Coordinated Entry and Assessment Committee, Oceanfront Homeless Advisory Committee (OHAC), Oceanfront Encampment Taskforce, and Oceanfront Coalition meetings.
  • Provide homeless case management services until 90 days after CM assignment with Virginia Beach Behavioral Health Services.
  • Enter service logs within 24 hours and provide review of consumer files monthly.
