External The contractor shall possess at minimum ten years of experience performing warranted or non-warranted 1102 series contracting specialist duties, be totally functional in the operation of Department of Defense (DOD) contracting specialist tools, including proficiency in the PD 2 Contract Writing System, and hold certifications comparable to a DOD non-supervisory Defense Acquisition Workforce Improvement Act (DAWIA) Level III or Federal Acquisition Certification in Contracting (FAC-C) Level III. The contractor shall possess a solid foundational understanding of both Federal and DOD (FAR & DFARS) contracting policy, rules, methods, and regulations as well as the ability to perform complex cost and pricing data analysis is required.
