Description:

The City of Virginia Beach Human Services Department is currently recruiting for a Clinician IV - Program Coordinator to oversee the daily operations of the assigned residential program and supervise clinicians and direct care staff in our Supportive Living division. They will help to ensure the delivery of high-quality, person-centered services in compliance with organizational policies and regulatory requirements. The Clinician IV acts as the primary contact for staff, program participants, and their families, reporting directly to the program supervisor.

Specific Duties:

  • Ensure services align with individual service plans and promote participants' independence and well-being. Maintain compliance with state and federal regulations, licensing standards, and agency policies.
  • Directly supervise and evaluate the performance of direct care staff. Provide training, coaching, and feedback to help staff meet performance expectations. Develop staff schedules and ensure adequate coverage for all shifts.
  • Monitor documentation for accuracy, such as daily logs, incident reports, and medication administration records.
  • Address participant needs by coordinating care, advocating for services, and ensuring a safe and supportive environment. Act as a liaison between families, guardians, and community partners to ensure participant needs are met.
  • Assist with behavioral or medical emergencies as needed. Respond to incidents and emergencies promptly and appropriately.
  • Track and report program outcomes and staff performance metrics.
  • Ensure compliance with State Licensure, Home and Community-Based Services (HCBS), and Medicaid Waiver requirements. Complete the required documentation for Medicaid reimbursement according to established procedures, protocols, and policies.
  • Recruit, hire, and evaluate program employees, and train new employees on applicable policies and procedures.
  • Provide staff with information and opportunities for professional development through training activities and events. Attend and participate in training and development sessions to maintain a high standard of care delivery.
  • Develop, implement, and monitor staffing schedules that maximize efficiency, reduce overtime, comply with regulatory standards, and maintain agreed-upon service hours.
  • Monitor all funds ledgers to ensure compliance with established policies and procedures. Respond to ledger finance reviews within five days.
  • Provide monthly supervision for all direct reports to deliver proper oversight and constructive feedback, helping employees succeed in their roles.
A $4,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
  • $1,000 will be awarded in the first paycheck.
  • $1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of "Meets Expectations".
  • $1,750 will be awarded upon completion of the employee's one (1) year probationary period and a performance evaluation with an overall rating of "Meets Expectations".
