Role Description

Manages material procurements and subcontracting activities throughout the procurement life cycle for Government contracts. Collaborates with procurement team, program management and key team members on identifying sources, preparing requests for proposals, drafting and issuing contracts, managing progress, change orders, and status through completion.

Responsibilities:

  • Collaborates with program management, quality and other key areas to identify and approve new sources to grow existing supply chain and support outsourcing demands. Prepares requests for proposals and ensures adequate competition in accordance with Government requirements.
  • Manage compliance areas and requirements in accordance with federal regulations per FAR, DFAR, CUI and U.S. export laws and regulations. Manage subcontract reporting and associated plans including financial reporting, small business plans and government property.
  • Manage supplier performance, deliverables and milestones to ensure contract commitments are achieved. Negotiate terms and conditions applicable to orders, execute non-disclosure agreements, teaming agreements, certifications, and other contract related documents.
  • Provide guidance and support related to procurement requirements to cross functional areas. Manage multiple critical internal and external deadlines, maintain key metrics, policies and procedures.

Education / Experience:

  • Bachelors in related discipline
  • 10+ years in related discipline or;
  • A combination of education and experience equivalent to above

Knowledge / Ability:

  • Experience with full life-cycle government and commercial contract management and contract types (CPFF, FFP, T&M, etc.)
  • Familiarity with government contracts, including Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Working knowledge of U.S. Export Control and International Traffic in Arms Regulations (ITAR)
  • Experience in complex design and fabrication procurements a plus
  • Excellent business judgment and verbal and written communication skills
  • Ability to solve problems and multi-task in a fast-paced environment
  • Excellent organization skills and attention to detail
  • Motivated self-starter with the ability to work well in a team setting
  • Proficiency in Microsoft Office applications
