DEFINITION

Manages the administrative functions involved in the construction, maintenance, and custodial services of all school building facilities.

SUPERVISION

Duties are performed under the administrative direction of the Chief Operations Officer. Incumbent, directly or through subordinates, is responsible for the efficient, timely and economical accomplishment of work assigned to subordinates and contractors.

DISTINGUISHING CHARACTERISTICS

Positions designated as department directors administer a division wide, multi-faceted functions with comprehensive responsibilities which impact on most or all the division's constituencies.

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class).

Sets a compelling vision for the Facilities Department and staff and ensures alignment with departmental and District mission and goals.

Thinks strategically around long-term needs and planning.

Plans, develops and administers the departmental budget, including the operating, capital improvement, facilities renovation, contractual services, supplies and materials, and school maintenance budgets; designs and recommends construction projects of moderate scope.

Sets appropriate performance plans, goals and expectations and ensures empowerment and accountability across the team.

Develops and implements proper training for staff development and growth.

Prepares and develops new procedures or standards for the staff for the purpose of increasing safety, productivity, efficiency and improving the technical application of service while reducing costs and improving service to the district.

Stays abreast of new developments, regulations, policies and procedures related to all maintenance functions mandated by federal, state and local officials; adheres to federal, state and local laws, policies, standards and procedures as they relate to contracting purchasing and the successful operation of a maintenance division.

Directs the system-wide custodial services effort to ensure that custodial needs are met, and OSHA standards are maintained by custodial staff.

Assist site administrators with the screening of applicants; recommends and assists when requested by site administrators with the selection of personnel for employment as custodian.

Directs and assists the Capital Project Engineer on large capital improvement projects, including resolving complex issues with architects and engineers and approval of change orders; prepares capital construction documents, including cost planning, cost estimating, specifications, and drawings; works with the Purchasing Department in negotiating capital improvement contracts with vendors; authorizes procurement of non-capital contractual services; monitors capital construction contractor performance and meets with contractors to ensure contract compliance; reviews and approves contractor payments and invoices for materials and equipment.

Represents department on various school district committees; makes presentations to school and civic organizations, the school board, superintendents and cabinet on departmental issues.

Interacts with various city and county agencies on departmental issues; corresponds and meets with senior management, school board members, school principals and public officials to discuss facilities construction, repair, budgetary and maintenance concerns.

Participates with architects in the design process of school projects; participates with city agencies in the development of various related projects that may impact school facilities.

Strategizes the means and methods to complete work with minimal interference with the affected facility's operational needs; approves large cost items or school closure actions; provides general supervision of the technical service and general service maintenance shops.

Keeps subordinates informed on changes in policy and procedure; makes field visits as required to inspect work in progress for compliance with departmental performance and safety standards.

Provides direction and leadership to subordinates when problems or emergencies arise and resolves complex customer service or contractual problems; follows up with subordinates and customers to ensure that projects are completed properly, efficiently and effectively; takes formal corrective action on personnel complaints, conduct, or performance problems; authorizes payroll; and approves employee selection, performance evaluation, promotion, termination and other related actions.

Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of local, state and federal regulations, policies and procedures across all maintenance functions, including safety precautions, contracting and purchasing.

Broad knowledge of administrative, management and supervisory procedures and practices and of the functions and mission of the department.

Broad knowledge of the development and administration of complex budgets.

Broad knowledge of current methods, theories and practices of technical and general maintenance, repair and construction of facilities.

Broad knowledge of local and national building, electrical, plumbing and mechanical codes.

Skill in project planning, cost planning, cost estimating and preparation of technical trades specifications, drawings, bids and capital construction Requests for Proposals.

Skill in engineering design work for capital construction projects and facilities modifications; ability to negotiate capital improvement contracts with vendors.

Ability to serve as the contract manager on large projects, including ensuring contract compliance.

Ability to quickly and satisfactorily resolve facilities repair, budgetary and maintenance concerns of customers.

Ability to assign and supervise managers and second line supervisors; to carry out responsibilities within established policies, plans and requirements; to prioritize, plan and monitor work of subordinates and contractors to meet customer needs; to direct subordinates regarding complex work problems; to enforce safety and other regulations where applicable; to read and interpret work orders, blueprints, diagrams and sketches.

Ability to communicate effectively, both orally and in writing, including effective public presentations.

Ability to keep accurate records and prepare reports.

Ability to maintain good interpersonal relationships, including successful coaching and counseling of subordinates; and to effectively select and supervise subordinates.

Ability to take appropriate corrective action in emergency situations involving operation of facilities; and ability to resolve complex customer service or contractual problems.

MINIMUM EDUCATION, EXPERIENCE AND TRAINING REQUIREMENTS

A Bachelor's degree (Master's degree desirable) in engineering (preferably in civil or structural areas), building construction or related field, including or supplemented by extensive and progressively more responsible experience in the professional management of large scale facilities and construction projects.

LICENSE

Possession of an appropriate, valid automotive vehicle operator's license.

PHYSICAL ATTRIBUTES

Work is primarily performed in an office setting with occasional work site visits; may involve stooping, bending, kneeling, and crawling in tiring and uncomfortable positions for short periods of time.

HAZARDS

Occasional exposure to chemicals, fumes and asbestos, moving equipment and machinery.

UNUSUAL DEMANDS

Work may be performed both inside and outside school buildings under extreme temperature, poor lighting and ventilation conditions, and may require working during unusual hours. Work may be performed under emergency situations involving potential loss of life or substantial economic or productivity loss.
