- Coordinates the recruitment, screening and selection of candidates for instructional (teaching) positions including substitutes, interns and student teachers as assigned by the Director of Human Resources.
- Interviews and screens credentials of applicants to determine their eligibility for employment in SECEP; recommends selection and assignment of personnel.
- Administers and ensures accurate documentation for the processing of personnel actions including entries, promotions, reinstatements, reassignments, leave requests, salary adjustments, retirements, and resignations of employees.
- Participates in the development and utilization of staffing models and student population projections, and collaborates with assistant directors of programs and principals to effectively staff schools with qualified personnel.
- Participates in meet and confer sessions with employee bargaining groups; serves as consultant and advisor to school-based administrators or work-site supervisors on building/section/division level employee relations or other personnel matters; interprets personnel policies, regulations, procedures and practices; advises on whether proposed actions are in compliance with regulations and policies; and coordinates or performs employee relations tasks at the department or division level.
- Participates in administrative reviews of certificated employee performance.
- Develops, coordinates, and participates in workshops to provide staff development and training sessions; provides individual or small group career counseling sessions; and coordinates awards ceremonies and special events related to human resource functions.
- Participates in the maintenance of classification and compensation plans; maintains up- to-date records of personnel including location, classification, and budget.
- Establishes or provides assistance with the annual recruitment program and actively participates in recruiting candidates for positions in the school division; attends recruiting fairs at colleges, universities, and other on and off site recruiting events.
- Serves as school division or departmental liaison to universities, City of Norfolk agencies, other school divisions, professional organizations, advisory or community groups as assigned by the Director of Human Resources.
- Serves as a member of the Professional Review Board and other committees assigned by the Director of Human Resources.
- Serves as a member of the committee for developing employee evaluation handbooks and the SECEP Employee Handbook.
- Participates in interviewing candidates for administrative positions as assigned by the Director of Human Resources.
- Maintains new hire and terminated employee database for statistical purposes and transfers data into a format suitable for presentation in a report form.

? Bachelor's degree in human resources, business management, business administration, education or a related field required. Master?s degree in a related field preferred.
? Some experience as a Human Resources Generalist, Coordinator, Recruiter or Senior Analyst in the recruitment, selection and placement of exceptional education teachers preferred.
? Licensure and endorsement in Exceptional Education, a plus.
? Experience in the development and implementation of innovative recruitment and retention strategies preferred.
? Must have comprehensive knowledge of successful recruitment practices and techniques to recruit, retain and motivate high quality teachers for a large urban public school system.
? Must have the ability to establish and maintain successful recruiting partnerships that will facilitate the hiring of high quality applicants.
? Must be able to work cooperatively in a team environment to plan and achieve recruitment program goals and objectives.
? Must have knowledge of effective teaching strategies and practices.
? Excellent interpersonal, communication, planning, presentation, public relations and organizational skills required.
? Excellent knowledge of Internet based recruitment strategies, programs and best practice techniques are essential.
? Must have demonstrated proficiency in conducting all different types of interviews.
? Must be able to work in a cooperative and collaborative manner with college and university student career placement personnel, employment representatives, teachers, school administration, central office personnel and business and community representatives.
? Must be able to travel 3-5 days out of a week during peak recruitment periods and handle/lift packaged recruitment materials weighing 35-50 pounds.
? Experience with Microsoft Word, Excel and the use of Email, Internet and Intranet communications are essential.
? Ability to communicate effectively, both orally and in writing.
? Good presentation and communication skills.
